Home and Community Health welcomes improvements to Disability Support Services 

The Home and Community Health Association (HCHA) welcomes today’s announcement from the Minister for Disability Issues, Hon Louise Upston, on major changes to Disability Support Services (DSS). “These changes mark an important step towards a fairer, more consistent, and sustainable system that better supports disabled people to live their best lives,” said Lisa Foster, Chief Executive of HCHA.

For years, providers have called for greater clarity and national consistency in assessment and allocation. This announcement responds to those calls, with a commitment to transparent tools and equitable outcomes across the country.

HCHA particularly values the emphasis on authentic consultation and engagement. “Working in genuine partnership with the sector, tāngata whaikaha, and whānau gives confidence that reforms will reflect real needs, deliver better outcomes, and avoid unintended consequences. It also sets a strong example for other funders about the value of collaboration,” Ms Foster said.

The Association notes the scale of work still ahead and the importance of maintaining momentum. “A person-centred, cross-ministry approach is vital to prevent the jungle of barriers created by siloed funding systems — and we are committed to working alongside DSS and others to achieve this.”

HCHA also stresses the urgent need for other funders — including Health NZ (Te Whatu Ora), Education, ACC, Justice, and local government — to step up. “While DSS has shown real leadership, there are still significant gaps. Without clear cross-sector plans for fair pay rates, and training pathways for care and support workers, who will be there to deliver this vital work?” Ms Foster said.

HCHA welcomes Minister Upston’s recognition that future stability for disability supports relies on joined-up accountability across all agencies, with a shift towards what works for the person — giving greater flexibility, choice, and control to disabled people and their whānau. “There is a real opportunity to get this right — but it will take courage, collaboration, and commitment from every part of government,” Ms Foster said.
